Of the 240 million people in Indonesia, 3/4 live below $2.5 a day, and 2/3 have mobile phones. Ninety percent of these users buy prepaid minutes instead of paying a monthly bill. RUMA sells a business-in-a-box that enables small entrepreneurs to sell prepaid minutes. We buy minutes at a discount from 10 telecom operators and store them in our server. When a customer buys minutes from our entrepreneur, we send the minutes electronically via SMS thereby reducing the need for a physical voucher. We worked with Grameen Foundation to develop this model, which is essentially the next evolution of the Grameen Phone.  As of March 2010, we've deployed a network of 2,000 entrepreneurs, $3,000 worth of minutes to 80,000 customers each day. Seventy percent of our entrepreneurs were below the poverty line when they joined; now 100% are profitable. We plan to launch a jobs marke! t, micro-insurance and retail application using our prepaid minutes platform.

Human Capital & Culture Manager

Job Description

The Human Capital and Culture Manager is responsible for managing the hiring, training, counseling, performance reviews, and reorganization of the entire RUMA team. As RUMA is currently undergoing a rapid expansion, the training manager will be responsible for a great deal of hiring, especially in the branch head and field officer (sales and marketing staff) level.

The manager will also be responsible for creating a training curriculum that not only gives the field staff the skills that they need to increase revenue, but also to promote the company culture within RUMA.

Most importantly, we   need   someone   who   is passionate   about   helping   the   poor  and   can   also   be a   thought   partner  and   help us reach 1 million customers in 2 years.

This is a high profile position and is a part of the senior management team of RUMA. The HR and Training Manager will provide strategic and operational leadership by working closely with a range of partners (social 

enterprises, technology partners, mobile operators, government ministries, NGOs, consultants, etc), managing local resources and leading an internal team for product managers and field officers.


Specific Responsibilities Include:

 

Human Resource Management

  • Strengthen the Standard Operating Procedure for Human Resources within RUMA
  • Lead the recruiting process of head office staff as well as recruiting of field staff
  • Develop and maintain contracts and other HR documentation
  • Ensure that RUMA is in compliance with HR regulations

 

Recruit staff for RUMA's expansion

  • Review the organizational structure and define positions as the company grows
  • Create job descriptions and ideal candidates for the positions required
  • Identify potential recruits through job posting services and referrals.
  • Manage the on the ground recruitment process for field officers

 

Train and develop staff for RUMA's expansion

  • Develop training curriculum for management as well as head office and field staff
  • Conduct the training for entire organization, both in the field and head office. Some travel required for this responsibility
  • Develop metrics to monitor progress of staff/managers trained

 

Champion for Corporate Culture and Vision

  • Work with Management team to continuously evaluate the corporate culture (values, vision, mission). Questions such as "Is this still the right culture for us at this point in our development?"
  • Monitor and improve the effectiveness of current culture. (e.g., do our field staff believe in our culture?, what can we do to make the culture stronger?)

 

Relationships

  • The HCC Manager will report to the Managing Director of RUMA

 

Ideal Candidate

Experience in Performing HR Function

  • At least 5 years of experience working in an HR related or training role
  • Understands all HR regulations related to a PT
  • Have experience hiring and firing for multiple positions

Excellent people and training skills:

  • Experience developing training curriculum that successfully transformed the effectiveness of the organization
  • Demonstrated success in training staff not only in head office, but also in the villages on a one on one basis
  • A dynamic and inspiring leader able to build a team and maintain an exciting passionate culture

 

Outstanding project management skills

  • Experienced and savvy project manager with a proven track record of achievement under a range of challenging situations (ideally in multiple countries)
  • Demonstrated experience in managing complex projects (strategic, operational and tactical) – with proven ability to work effectively with diverse partners

 

Strong business leadership abilities

  • An ability to think strategically and act tactically. Ideal candidate would have worked in a leadership role in a fast-paced entrepreneurial environment
  • Strong, innovative and creative problem solver and strategic thinker;
  • Excellent analytical, interpersonal, leadership, and communication skills
  • Comfort with unstructured problems and ability to manage complexities under pressure
  • Ability to promote knowledge transfer through strong mentoring and team building skills

 

Enthusiasm and passion for our work in Indonesia

  • Enthusiasm for learning from different cultures – eager to build cultural realities into products and project plans
  • Equally comfortable presenting to a room of business executives and discussing needs with villagers sitting on the dirt floor of a rural home
  • Passionate about the work of Grameen Foundation & role of technology in poverty alleviation

 

Qualifications

  • Advanced degree in field, such as International Development, Management (MBA), Economics, Sociology, Anthropology or Social Science or equivalent.
  • 5+ years working in HR or Training Function
  • 3+ years working in the field in a developing country
  • At least 3 years of project and team management
  • Entrepreneurial start-up experience would be beneficial
  • Project Management, relationship management, team management experience required
  • Work experience in Indonesia preferred
  • Fluency in oral and written English and fluency in Bahasa Indonesia is required
